Creo Antofagasta se establece como una agencia que busca alinear la inversión privada y pública, estableciendo una amplia red de colaboración para el desarrollo de un plan maestro urbano para la ciudad de Antofagasta, Chile. Esto se lleva a cabo a través de una estructura de gobernanza innovadora que reúne a la municipalidad, el gobierno regional, las universidades, los grupos de interés especial y las comunidad organizada. El papel de Creo Antofagasta es actuar como una plataforma facilitadora, estableciendo los vínculos necesarios para el éxito de los objetivos comunes.
Principales avances 2014-2016:
- Integración de las conclusiones de la Antofagasta Territorial Review, realizada por la OCDE en 2013, en el proceso de plan maestro.
- Implementación de una agenda participativa ambiciosa en toda la ciudad, buscando la participación de la comunidad en la definición de prioridades con respecto a los problemas urbanos locales.
- Síntesis de iniciativas públicas y privadas aisladas en una cartera integrada de proyectos, en línea con los objetivos del sector público, las contribuciones del sector privado y las proyecciones de inversión regionales.
- Liderar a varios equipos profesionales en la definición y definición del alcance de los proyectos a ser sometidos a un proceso iterativo y exhaustivo de evaluación política, económica y social.

The region of Antofagasta, home to the Atacama Desert and to some of the world's largest copper mining complexes, whilst having the highest GDP per capita in Chile, presents in its capital city amongst the country’s lowest standards in public space and quality of life indexes. Creo Antofagasta is established as a privately financed agency seeking to align private and public investment, in order to impulse a change in tendency. This is realized through a new and innovative governance structure previously non-existent in Chile, which brings together local municipality, regional government, universities, special interest groups and community organizations. The role of Creo Antofagasta is to act as a facilitating platform, establishing the necessary links for the successful outcome of the common objectives.
Main achievements 2014-2016:
- To build upon the assessment carried out by the 2013 OECD Territorial Review for Antofagasta, integrating its key findings and recommendations into the masterplanning process.
- Implementation of an ambitious participatory agenda throughout the city, seeking community engagement in the definition of priorities regarding local urban issues.
- Synthesis of isolated public and private initiatives into an integrated projects portfolio, in line with public sector objectives, private sector contributions, and regional investment projections.
- Leading of several professional teams into the outlining and definition of the scope of projects to be put through an iterative and thorough process of political, economical and social evaluation.
The process of creation of this urban governance structure has been closely looked at by the Chilean National Council for Urban Development, which is evaluating this and other experiences in its aim to establish new urban policies and reforms. The experience has also been shared and discussed with representatives from various foreign visiting organizations and members of public administrations from countries which share similar challenges. This examination has further enriched the project, allowing the new knowledge to be integrated into similar processes elsewhere.
